Based on a comprehensive analysis on features of water resources distribution and some current problems in the exploitation and utilization which are harmful to the development of society and economy

this paper makes a suggestion that proper exploitation and utilization of water resources is a major subject for sustainable development of society and economy. The necessity for the studies of water resources utilization and the measures of sustainable exploitation and utilization of water resources are addressed in the paper.
